For the Sake of Civil Society (FSCS)
Independent consultancy and assistance center “For the Sake of Civil Society” (FSCS) is one of the oldest NGOs in Azerbaijan, which was established and registered by Ministry of Justice of Azerbaijan Republic in 1998. FSCS’s main goal is to assist the formation of civil society and the strengthening of democratic institutions in Azerbaijan. The other priority direction in FSCS activity is the work with institutions of local self-government. Experts of FSCS participated in a number of international trainings and conferences and have considerable experience on conducting of different type of projects.
During the years of its activity FSCS established close partnership with foreign, international organizations and governmental structures. Thanks to this cooperation FSCS managed to implement more than 60 projects on national and international levels. These are the main projects implemented by FSCS:
1997-2003 – the work in the regions with regard to local self-government and elections, National Democratic Institute;
1998- strengthening of FSCS regional branches and propagation work with regard to presidential elections, Soros Foundation;
1998 – The forms of participation of citizens in the government, Embassy of the USA
1998- Monitoring of Presidential elections, National Democratic Institute
1998- Joint with Friedrich Naumann Foundation training on municipal issues in the regions of Azerbaijan, Friedrich Naumann Foundation
Preparation of observers for municipal elections, Soros Foundation and Eurasia Foundation,
1997 – monitoring of municipal elections, National Democratic Institute;
1999- Preparation and publication of book “Municipal government”, Embassy of the Great Britain;
2000- Monitoring of parliament elections, National Democratic Institute;
2000- preparation of observers for parliament elections, Eurasia Foundation;
2001-2002 – Caucasus regional network on improving of electoral legislation, Eurasia Foundation;
2001-2003 – Election rights of citizens and preparation of observes for elections monitoring, European Union Commission
2002- training program devoted to the role of NGOs in formation of municipal structures. 2 weeks training was conducted for the 25 NGO representatives and monitoring of 500 municipalities’ activity, ISAR;
2002-2003 – Municipal news: legislation and practice, 6 issues, Embassy of Norway;
2003 – international conference devoted to the role of NGOs in elections monitoring in the East European and CIS countries, Soros Foundation;
2003- Preparation of observers for elections monitoring, Embassy of the Great Britain;
2003- Monitoring of Presidential elections, headquarter of Soros Foundation;
2003- Training program for municipal members and employees, Soros Foundation;
2003-2004- Development program of the 6 pilot municipalities, Association of Local and Regional Authorities of Norway;
2004 – Development program of local donor institutes, Eurasia Foundation
2005-Program of participation of local communities in the municipalities activity, Embassy of the USA;
2005 – Monitoring of pre-election period, Embassy of Great Britain;
2005- Creation of National Association of the Municipalities of the Republic of Azerbaijan, joint project of the Congress of Council of Europe with Norwegian Association of Local and Regional Authorities
2005 – Establishment of National Municipalities Association of Azerbaijan, with the support of the Congress of the Council of Europe and Norwegian Association of Local and Regional Authorities;
2006-2007 – Civil Society Project, with the support of Counterpart International;
2008 – Monitoring of Presidential elections, with the support of the Council of Support to the NGOs near the President of Azerbaijan
2008 – Improvement of relations between members of the parliament and constituents, with the support of Friedrich Ebert Foundation
2009 – preparation and monitoring of 2009 municipalities and 2010 parliamentary elections, with the support of European Commission
2011 – Information campaign against HIV/AIDS in prisons – with the support of Global Fund
2011-2012 – Creation of city municipalities in Baku, Ganja and Sumgayit – with the support of Black Sea Trust Fund

Rafig Ismayilov
Rafig Ismayilov is the member of the Open Government Platform from September 2016. Mr. Rafig is the Director of Independent Assistant and Consulting Center “For the Sake of Civil Society”. Mr. Ismayilov works also as a Senior Legal Advisor at Analytical Expertise Center of Ministry of Health since 2015. Prior to it, he worked as a head of legal department at “Azad Azerbaijan” Independent TV & Radio Company from 2012 to 2015. Mr. Ismayilov was appointed to the position of assistant to Rector of Institute of Tourism in 2012. He has started his employment career from being an assistant to MP from 2007 running through 2010.
He holds a Doctor of Philosophy from Institute of History of National Academy of Sciences of Azerbaijan and a Bachelor’s degree from Baku State University in International Law and International Relations.
