Association for the Protection of Women’s Rights after Dilara Aliyeva

The Association for the Protection of Women’s Rights [APWR] is a nonprofit organization that was founded in 1989 and has been registered with Azerbaijan’s Ministry of Justice since 1991. APWR offers free legal counseling and assists lawyers in legal disputes over human rights violations throughout the country. The organization also holds seminars on laws and human rights, works to improve women’s participation in politics, conducts election monitoring, and offers courses in negotiation technique, leadership and conflict resolution. APWR maintains an extensive network of centers, branches, and regional affiliates that operate in many of Azerbaijan’s regions.

Novella Jafarova

Novella Jafarova joined Open Government Platform in September 2016. Mrs. Jafarova works as a coordinator of more than 500 projects, mainly in human rights sphere. She is the co-founder of the Association for the Protection of Women’s Rights after D.Aliyeva since 1989. She is a member of the working group on human rights from 2014. At the same year, she became co-founder of the Congress of Women of the South Caucasus and member of the Network of the Human Rights Defenders of the Southern Caucasus. In 2007, she was an expert of the Council of Europe on human rights. Ms. Jafarova became co-chair of the Southern Caucasus Network “Working together in the Caucasus”.

Mrs. Jafarova was awarded with International Marshall Awards of the USA and European Union for the development of Open Society in 1997. In 2007, she was International “Woman of Courage” award winner of the US Department of State.


Mrs. Jafarova has PhD and Bachelor’s degree in Chemistry.
