Alimammad Nuriyev – “Constitution” Research Fund

MISSION STATEMENT “CONSTITUTION” RESEARCH FOUNDATION

“Constitution” Researches Foundation was established in May of 2003, and was registered in 2004. The head of organization is Alimammad Nuriyev and he is the president of Foundation. The main purpose of the foundation is to strengthen civic participation and democratic-constitutional state in Azerbaijan, assist to development the values of democratic institutes. To achieve in making of the government to improve submitting reports to the society and transparency in its activity, assist in combating corruption more effectively are included in the purposes of the foundation.

According to the Statute of the organization, the principle goal of the Fund is the assistance of the development of democratic institutes and values, strengthening of the civil society and democratic legal state. In order to achieve stated goals the Fund carries out the followings:

  • Carry out the measures in the field of the Constitutional Law
  • Promotion and defense of the norms, stated in the Constitution of Azerbaijan Republic;
  • Assistance to the development of the institutions, stated in the Constitution of Azerbaijan Republic;
  • Protection of the constitutional rights and liabilities of the citizens;
  • Study and promote of the democratic values;
  • Assistance to the development of the democratic organizations and entities, as well as municipal institutes;
  • Assistance to the improvement of the legislation system of Azerbaijan Republic;
  • Study of the International (Foreign) Experience;
  • Carry out the enlightenment work in the field of the development of the democratic institutes, as well as increase of the knowledge of the population;
  • Carry out the monitoring regarding with Constitutional rights and liabilities.

The foundation has participated in the project of drafting alternative bills relating to the Public Television. The president of the foundation is one the authors of the bill on “State Secret” ordered by “Free Person” organization in 2003 and the bill on “Freedom of Press” ordered by “New Generation” journalists union. The president of the foundation has also prepared the commentary of the bill on “Combating Corruption” by the order of “Transparency Azerbaijan” organization. “Constitution” Foundation has implemented the project on preparing radio programs on “Corruption in Azerbaijan: how to fight against it” which was the winner of the contest declared by the World Bank and financed by the Eurasia Foundation. The foundation has also carried out a project on “Monitoring of the activity of government bodies serving for a fee” by the support of Open Society Institute – Assistance Foundation. The foundation has taken participation in the preparation of the book called “Corruption in Azerbaijan” in the framework of the project carried out by the financial support of the OSCE. The foundation has carried out the project on “Rendering assistance to the raise of transparency in the activity of the NGOs” by the support of the Council of State Support to NGO’s under the President of the Republic of Azerbaijan. The president of the foundation is coordinator of the Information and Cooperation Network of NGO’s on Combating Corruption the bill on “Oil Foundation” has been drafted by the foundation in the framework of the project carried out by the Coalition for Improving Transparency in Extractive Industries by the financial aid of the Open Society Institution- Assistance Foundation. The foundation is cooperating with the OSCE, EC, World Bank, Open Society Institute-Assistance Foundation, Eurasia Foundation, the Friedrich Neumann Foundation, ABACELL and the USA, Great Britain, France, Germany, Turkish embassy. Mainly, the foundation is acting on the account of local and international donor grants. Simultaneously, the foundation cooperates with well-known experts from different fields.

  • In 2009 with support of Council of State Support to NGOs under The President of Azerbaijan Republic “Preparing bill on Anti-corruption expertise of legal – normative acts”.
  • In 2010-2011 with support of Open Society Institution Assistance Fund “Human rights protection in the sphere of public services”
  • In 2010-2011 with support of Open Society Institution Assistance Fund “Protection Consumer Rights in the Communal sector (1st stage)”
  • In 2011 with the support of Council of State Support to NGOs under The President of Azerbaijan Republic “Monitoring of implementation level of OECD and GRECO recommendations to the government”
  • In 2011“Elaboration of reporting mechanisms for and advocacy campaign on accountability of public officers to the community” project supported by Eurasia partnership Foundation.
  • In 2011-2012 with support of Open Society Institution Assistance Fund “Protection Consumer Rights in the Communal sector (2nd stage)”
  • In 2012-2013 “Advocacy campaign to support women development” project supported by Counterpart International in within Women Participation Program of USAID.
  • In 2012 “Monitoring of detention places – 2012” project supported by OSCE
  • In 2012-2013, “Improving the governance, transparency and quality of paid services provided by public authorities” supported within “Promotion of Rule of Law and Democracy” program of the Eurasia Partnership Foundation financed by Netherlands Ministry of Foreign Affairs.
  • In 2013 “Monitoring of detention places – 2013” project supported by OSCE
  • With the financial support of USAID “Transparency Azerbaijan” Partnership project implemented by Transparency Azerbaijan “Fight against corruption for 2012-2015, the National Action Plan on the implementation of the” Monitoring
  • “Transparency Azerbaijan”, with financial support of USAID and in partnership with Constitution Research Foundation presented third Report on the monitoring of the “National Action Plan for 2012-2015 on combating corruption” in the framework of “Azerbaijan Partnership for Transparency” project
  • In 2016, “Monitoring and evaluation of projects carried out in the area of social services by the Ministry of Labour and Social Welfare” project was implemented
  • 2016-2017, with the financial support of European Union “Measures to eliminate domestic violence” project was carried out

Alimammad Nuriyev

Alimammad Nuriyev is the coordinator of the Open Government Initiative Government-Civil Society Dialogue Platform since September 10, 2016. He is member of board of Azerbaijan Bar Confederation, co-chairman of Azerbaijan Bars’ Forum, member of working group on implementation of international standards concerning human rights. A. Nuriyev was appointed as a member of the Council of State Support to Non-Governmental Organizations auspices of the President of Azerbaijan Republic with the order of President of Azerbaijan in 17 April 2008. He is the member of working group on preparing bill on NGO’s and he is the chairman of working group, which aim to improve the legislation related to NGO’s.

  1. Nuriyev, who represented in administration of Azerbaijan National Front Party since 1992, took very active part in the life of Party, in election processes, preparations of bills and programs and he was chairman of election staff.

Besides political activities, A. Nuriyev carried out pedagogical activity. He taught law in several universities from 1995 to 2000. He is also author of the publication called “Right is measure of the freedom”.

At the same time, he has never stopped his activities as human rights defender and he has been engaged with human rights defence in 1996-2000.

As a deputy of parliament, he has always distinguished with his great attention to the officials’ arbitrariness, citizens’ social rights, improving people welfare circumstances. He especially differed with his activity on combating corruption in Milli Majlis. Therefore, he participated on preparing anti – corruption policy of country and program. As a member of parliament, he has also participated in preparation of additions and amendments to the bill on “Prevention of Disability, Rehabilitation and Social Protection of Disabled”. A. Nuriyev is the author of bill on “Education of persons with limited health” (“Special education” and “Social Protection of disabled persons”) with the order of World Vision Organization.

In 2003, he established Constitution Researches Foundation and currently he is the president of the Foundation.

He was elected as coordinator of Information and Cooperation Network of NGO’s on Combating Corruption established in 2006.
