The continuing aggressive policy of the Republic of Armenia against our country is becoming more severe day after day. The fact of targeting popularized areas and civilians located far from the frontline is the key element of this policy. Every day dozens of our cities and citizens suffer from air and artillery attacks by Armenian military units. Aggressive Armenian behavior has resulted and continues to be resulted in serious damage to civilian objects, including the lives and health of civilians. The targeting of popularized areas in Ganja city on October 11, 2020 was one of the bloodiest pages of the Armenian aggression against Azerbaijani civilians. Ganja city located at least 100 km from the frontline, could never be a legitimate military target for Armenian military units. The aim of the missile attacks on the center of Ganja city, which is home to nearly 500,000 people, at around 3 a.m. was to kill civilians and intentionally damage their objects. As a result of the missile attack, 3 residential buildings were completely destroyed, and the surrounding civilian objects were severely damaged. People lying under the remainings of buildings, were dying and suffering. This aggressive, barbarian and inhumane act took the lives of 9 people, including children and women, seriously injured 35 people and deprived hundreds of families of their homes. The targeting of civilians by Armenian side has once again exposed its aggressive and destructive nature. Such behavior is not only another act of genocide against our people, but is also an obvious indication that the Armenian side does not intend to respect the universally accepted norms of international law. With its aggressive policy against civilians Armenia has seriously violated many norms of international law, including the Geneva Convention. Unfortunately, it should be mentioned that Armenia is far from stopping its aggressive policy. Armenia, which did not comply with the Humanitarian Ceasefire Agreement signed on October 11, 2020 through Russian mediation, is working on new preparations for new massacres of civilians in Open Government Initiative Government – Civil Society Dialogue Platform Azerbaijan, Baku, М.Afandiev7/24, AZ 1001 E-mail: office@ogp.org.az Tel.: (994 12) 4925726 www.ogp.org.az all directions of the frontline. The deployment of additional troops to the frontline and the wide use of mercenary soldiers indicate Armenia’s next plans for occupation. This not only constitutes a threat to the state and people of Azerbaijan, but also leads to the destabilization and massacres in the whole region. As Open Government Initiative Government – Civil Society Dialogue Platform, we strongly condemn Armenia’s aggressive and inhumane policy against Azerbaijan and its civilians. At the same time we call on the international community to intensify its efforts to put the perpetrators of this bloody crime to justice and curb Armenia’s aggressive policy.
