Development of Society and Citizen Relations Public Association
PA “DSCR” was founded in March 2001 and has been registered on 12 august 2005.
DSCR has more than 10 years of experience in this sphere and it realised more than 30 projects.
DSCR published more than 10 books and brochures devoted to development of democracy, monitoring of elections, fight against corruption and activities of municipalities etc.
DSCR cooperated with the majority of the local NGO’s and it is a member of the NGO’s Anti-corruption Comission.
Moreover, DSCR cooperated with many international organizations. It is a member of the international organizations- CSLN and ALDA.
DSCR has actively worked in anti- corruption sphere and carried out several projects in this field. One of them was “Fight against corruption and the establishment of transparence in the activity” project implemented from June- December 2005 with support of the Open Society Institute – Assistance Foundation (Azerbaijan), Eurasia Foundation and World Bank.
Since 2007, DSCR actively participates in “Information and Cooperation Network of NGO’s acting in the field of combating corruption”.
In 2007- 2008, DSCR implemented the “Attraction the refugees in process of creation of a transparency in the country” project.
DSCR carried out several project between 2008- 2014 including:
From August, 2008 till January 2009 – Project titled “Studying of social and economic situation in regions and monitoring activities carried out for development of regions. Attraction of Public attention to this process” with support of the Open Society Institute;
From May, 2010 till Mart 2011- “Society against corruption in educational system!” with support of the Black Sea Trust (German Marshall Fund);
From October, 2010 till February 2011, project titled “Program to learn the situation, adaptation to civil life and rehabilitation of war participants and disabled soldiers” with support of the Open Society Institute;
From April 2011, till July 2011, project titled “The program improvement of management of sphere of communal services the population and Protection of the consumer rights”;
From April, 2012 till December 2012, project titled “The new ideas, the new forces, the new approach for fight against corruption!” with support of the Black Sea Trust (German Marshall Fund);
From April 2011, till July 2011, project titled “Attraction of refugees to process of creation of a transparency in the country”;
From May 2012, till April 2014, project titled “Amplification of public control in communal (municipal) services sphere” with support of the Friedrich Ebert Foundation;
From February 2014, till August 2014, project titled “For fair society” (support program for providing the citizens’ rights to appeal the state structures)” with support of the European Endowment for Democracy (EED).
Ahmad Abbasbayli
- Abbasbayli joined Open Government Platform in September 2016. Mr. Abbasbayli is head of the Development of Society and Citizen relations Public Union since 2005. He is a member of the Working Group of Ministry of Justice and an expert of the Civil Service Commission under the President of the Republic of Azerbaijan. Previously, Mr. Abbasbayli was an editor-in-chief at the “Azad ses” newspaper during 2002-2005. Mr. Abbasbayli has been an expert in a number of projects and participated in international events.
He holds a Bachelor’s degree from Azerbaijan State University.
