“Democracy Learning” Public Union

Democracy Learning Public Union (DLPU) is a national non-governmental organization founded on 15 March 2006 and registered as a legal entity in the same year. Mission of the Union is to support the building of a democratic society by strengthening democratic institutions and citizen participation in Azerbaijan. DLPU has implemented a number of projects to contribute to increasing transparency, citizen participation and democracy in elections

DLPU implemented the project “Strengthening role of civil society organization in public control” with financial support from the Council of State Support to NGOs from July till December 2016. In the same period, DLPU carried out the project to empower youth in remote regions of Azerbaijan with support of the Democracy Commission.

“Ensuring transparency in municipal government through improvement of efficiency and transparency” project was implemented by DLPU with financial support from the Council of State Support to NGOs between May and December 2015.

In the 2013-2014, with the ABA-CEELI’s support DLPU implemented “Empowering Civil Society to monitor and report human rights violation” project.

DLPU carried out “Monitoring the right to freedom of assembly in Azerbaijan during Presidential Elections and post-elections period” project from September 2013- January 2014 with the GMF’s support.

Main partner organizations of the Union implemented more than 30 projects/programs on the above-mentioned scope of activities include OSCE, Eurasia Partnership Foundation, Black Sea Trust, Embassy of USA in Azerbaijan, ABA-CEELI and Open Society Institute- Assistance Foundation.

Mirali Huseynov

Mirali Huseynov joined Open Government Platform in September 2016. He is the chairman of the “Democracy Learning Public Union since 2006. Mr. Huseynov worked as a project manager on the several projects related to democratic elections, citizen participation, municipal management and increasing legal awareness, while working as a head of the Democracy Learning Public Union. Prior to it, he worked in IFES Azerbaijan during 2002-2006. Mr. Huseynov is the author of the several publications on capacity building, legal regulations of financial-economical activities of municipalities, participation in elections etc.

Mr. Huseynov holds a Bachelor’s degree in Law, LLM from the Baku State University
