 Law and Development Public Association

Law and Development Public Association (LDPA) was founded by the group of lawyers on April 2004 and registered on May 31, 2005.

The mission of the LDPA is to assist to development of civil society and democratic institutions as well as conduct legal reforms in Azerbaijan. The activities of Association is to support development of democractic institutions and legal system, increase legal awareness of citizens’, assist in legal and democratic reforms.

LDPA implemented 38 projects. 21 of the projects were related to legal awareness and legal aid, 4 of them to elections, 3 of them to municipalities, 4 of them to deputy-elector cooperation, 3 of them to non-governmental organizations.

About 8 thousand people were received verbal and written legal advice, 3 thousand people were directly benefited from legal aid and they were represented in state bodies and at the court, 18 cases were decided in favor of the applicants in the European Court of Human Rights.

Besides it, LDPA held nearly 10 thousand local and regional roundtables, workshops and trainings, 15 publications (handbook, booklets) on legal defence and analysis were published, draft law on “Legislative intiative rights of citizens” were prepared, and proposals to improve non-governmental organizations, elections, municipalities, and reviewing citizens’ appeal.

The projects were financed by OSCE Baku Office, European Union, the Council on State Support to NGOs under the Auspices of the President of the Republic of Azerbaijan, USA, British Embassies, German Marshall Fund (BST), Euroasian Partnership Fund, NED, and Soros Fund.

Now, LDPA implements project “Support to Electoral Rights and Awareness in Azerbaijan” financed by European Union and implements project “Improving Social Rights Awareness & Protection in Azerbaijan” within the framework of the project “Enabling civil society to play a greater role in advancing the socio-economic rights of vulnerable population”, which has been financed by European Union and implemented by UNDP Azerbaijan.

LDPA cooperates with several local and international organizations and diplomatic offices.

The main governing body is the General Assembly, the executive body is the Board and chairman and control authority is the Inspection Group. The Association’s members are lawyers, chairman and the members of the Board are members of the Bar Association of the Republic of Azerbaijan. The staffs of the current projects are project coordinator, two lawyers, accountant and office manager.

Chairman of the Association is Hasanov Hafiz Bashir.

Hafiz Hasanov

Hafiz Hasanov joined Open Government Platform in September 2016.  Currently, he is the member of the Bar Association of the Republic of Azerbaijan at the law office no.11. Mr. Hasanov is chairman of ‘’Law and Development” Public Association since 2004. Prior to working there, he was lawyer in “For the Sake of Civil Society” Center from 1998 to 2003. He previously worked as a lawyer in Azerbaijan Democracy Development Foundation during 1994-1997. Mr. Hasanov participated as a project coordinator in various projects and programs. He is the author of the several publications on law awareness and other related topics.

He holds BA in Law from Baku State University.
