Abil Bayramov – Towards a Civil Society Public Association

Toward Civil Society Center (TCS)

Toward Civil Society Centre was founded on 16 October 1999 and it has got state registration on 29 December in the same year from Ministry of Justice of the Azerbaijan Republic. The main purpose of the organization is to contribute to building process of the legal government and development of the civil society in Azerbaijan. Centre has implemented a number of projects in this direction.

In the framework of the Public Investment Program “Strengthening Municipalities and Communities” project was implemented in the communities along the east sector of the BAKU-TBILISI-CEYHAN South Caucasus pipeline, from October 2003 till July 2005. In the course of the 21 months, trainings were held for municipality and community members in 33 communities, which were located in Hajikabul, Kurdemir, Ucar, Agdash and Yevlakh.

“Examination of legislation on municipalities and preparation of proposals to improve the system of the local self government” project  was implemented by TCS with financial support by Eurasia Foundation, OSIAF and World Bank, between June-October, 2004. Within the project, 10 municipiality legislative acts were reviewed, proposals have been developed in order to improve the system of local self-government, they have been submitted to the relevant institutions, and results and proposals reflecting the findings of the examination have been published.

In the years 2006-2007, with the financial support of OSIAF TCS has published three books: “Financial decentralization: the European Council recommendations on financial and budgetary actions of the local self-government”, “Financial decentralization: the foreign practices on financial and budgetary actions of the local self-government” and “Financial decentralization: foreign countries practices on budgets relations”.

In 2008, with the financial support of OSIAF TCS implemented “Assessment of women participation in local budget processes on the basis of gender analysis of the local budget” project. Within the project, in the example of four municipalities the level of women participation in the process of accumulation and spending of the budget funds, state of access to budget funds were analysed and proposals have been developed to increase participation of women in the local budget process.

In the years 2008-2009, with the help of Oxfam Great Britain Centre implemented the project“Support to municipalities in the gender-sensitive municipality budget preparations”. Recommendations have been published in the framework of gender-sensitive budget preparations.

Since August until March 31, 2014, with the support of Oxfam Great Britain “The involvement of civil society advocacy in the field of local self-governance in Azerbaijan” project has been implemented by TCS.

Abil Bayramov

Abil Bayramov joined Open Government Platform in September 2016. He is currently Executive Director of Toward Civil Society Center since 1999. Mr. Bayramov held the position of Professor of the Constitutional Law at the Khazar University from 1999 through 2012. He was trainer for International Foundation for Election Systems (IFES) from 2000 through 2001 with short intervals. He was actively involved in educating local communities in regard to the national laws defining rights and responsibilities of municipialities and communities. Mr. Bayramov was a lawyer for Entrepreneurship Development Foundation from 1998 to 1999. 1994 through 1997, Mr. Bayramov taught at the University of Asia as a professor of the Constitutional Law.

Mr. Bayramov holds Master and Bachelor of Law from the Baku State University. He is also author, co-author and editor of several publications.
